FWIW, the root cause for the two reactors is a Maven issue. If any Maven plug-in depends on another Maven plug-in, which contributes Maven lifecycle extensions (the {{<extensions>true</extensions>}}), it leaks the transitive dependency into Maven, loading the plug-in extension twice. That's what happening with Tycho. Maven loads two instances of Tycho by different class-loaders (one for each plug-in). That needs to be fixed in Maven.
