If I understand it correctly, then after JBDS-3361 was resolved, the TP zip is not needed to install/update JBDS when offline.
But https://devstudio.jboss.com/9.0/staging/updates/, section "Offline install" still contains links to both (updatesite-core, target-platform) zips.
Even though the TP zip link states "if required", is it necessary to have it there?
