I checked and the license.html is present inside the feature directory on the disk.

Also, [~nickboldt], how is this supposed to work? When you use the license feature, the license is then injected in the (birt) feature during the build so the end result is similar to what we had in the past? That's how it seems to me. Because the license.html file was removed from the git repo, but it is present in the built feature.
