To add some details for Freemarker: #include navigation works just partially:
<#include "file.ftl> // this works
<#include "subdir/file.ftl> // this doesn't work
<#include "/opt/file.ftl> // this doesn't work
<#include "file:////opt/file.ftl> // this works but opens file in internal browser instead of ftl editor
