I am not sure what is the fulfilling condition of this feature request. Title says about providing link in tooling to user guide. In that case this one should be sufficient: https://docs.openshift.org/latest/welcome/index.html
Creating a new doc where we would explain difference between v2 and v3 is a bit overkill. If users already working with OpenShift v2 are going to migrate to OpenShift v3, they will understand all they need from the user guide (the link above). If users are going to start from scratch on OpenShift v3, they need to understand architecture which is described in a very nice way also in the user guide.
I would suggest to do 2 things:
1) Provide a link to tooling to OpenShift v3 docs - link could be located e.g. in New Connection wizard, where should be also a link to guide how to setup/run OpenShift v3 server. Or the link could be as a tool item in OpenShift Explorer view.
2) We could create short doc/getting started with OpenShift v3 and put it on tools.jboss.org. There would be described supported use cases and there could be put some (existing?) screencasts...
