This Jira still needs some discussion.  The support provided by the JBDS base installer I believe is adequate for 9.0.0.GA.  There's code in the JBDSIS project that references it but we need verify if we want it (for JBDSIS).   I spoke with Max about this when he was in Westford - we agreed to get it prototyped/ working again and then to bring up the discussion.  If I run into any blocking issues I'll look for a fix in JBDS 9.1.0 (or 10)

To answer Len's question above - there must be 2 installers - one for JBDS and one for JBDSIS (a superset).  This is because JBDSIS releases typically 6 months after JBDS and then releases more often after JBDS is off to the next Eclipse rev.
