Hi, I just checked the link and it works for me http://www.jboss.org/products/devstudio/overview/ . We did a Download Manager outage yesterday and with Akamai in front of it it is not possible to use outage page properly (with exceptions for specific IPs). So we had to enable the site for general public in some time intervals during the outage. 

Base on the time of this issue it is likely you hit DM while it was not yet fully reconfigured.
