Talking to [~jcantrill] we currently only support v1beta3/beta1 parsing. The server would provide conversion when the user requests v1beta3 templates (via our tooling) that the server only has in v1. So users of our tooling would only be affected if they try to provide v1 templates from disk, they would not if selecting server provided templates.
We should make sure that the server offers this conversion and possibly implement v1 template parsing.
