We ran into this issue before.  Basically if you want to install Fuse Tooling early access IUs then you must install the released (non-early-access) Fuse Tooling.  This should be documented.  It makes it more confusing to the user if we were to include all of Fuse Tooling in the early access update site (as it is not EA but released) just for convenience.
