You don't necessarily have to install twice:

"To install the entire JBoss Fuse category you must install it twice: first without selecting the Early Access check box (to install the JBoss Fuse Server manipulation feature) and then with the Early Access check box selected (to install JBoss Fuse Tooling Data Transformation)."

"To install JBoss Fuse Early Access tooling, make certain that you select JBoss Fuse Tooling in the released (non early-access) install dialog."
