You're right, I forgot that we should include the resource plugin to the bin.includes. 

As for workspace root, it would be great if we could improve it. 

I do not think that plugins folder should list "Java" nature just because it contains other projects that are Java projects (they're OSGI Bundles imho which is even more confusing). The project itself is simple Maven project/
