Rob Stryker resolved JBIDE-20057.
---------------------------------
    Fix Version/s: 4.3.0.Beta2
       Resolution: Done

I've committed a change so that new servers / new secure settings are properly organized. Requests to find a key will first look in the new locale, and, if null, then look in the old.

We do not clean up the old keys at this time.
