I my opinion "Update site only release" means that there will be an online update site and offline update site (zip file), without the appropriate installer, but maybe I'm wrong.

Moreover, the sites you mentioned  (CSP, developer.jboss.org, ...) should contain the same distributions. Currently, some of them contain the zip file and some don't.
