With attached messages_en.properties file in my environment the editor works fine. I have only reproduced the described failures when JBoss Tools Properties editor is opened for files with extensions other than .properties. 
If your properties file is a part of a Web project, do other JBoss Tools editors work ok? For example, try web.xml or faces-config.xml in JBoss Tools XML editor.
