I believe what we want is a JBDSIS 9.0.0 installer (based on the JBDS installer), not a Fuse installer.  The JBDSIS stack contains the Fuse Tooling features (plus the rest of the stack components + TP dependencies).  That way the installation experience is consistent across Central and p2.
