Yes, for 9.0/4.3 we should be fetching this file from URLs like these:

* download.jboss.org/jbosstools/mars/development/updates/earlyaccess/jbosstools-earlyaccess.properties
* devstudio.redhat.com/9.0/development/updates/earlyaccess/devstudio-earlyaccess.properties

Therefore they are maintained in only ONE place, and are as current as we or the IS make them. 

Where it gets tricky here is when there's a change between what's in /development/ and what's in /stable/ or /staging/. Just need to ensure we make changes in the correct direction.
