I made POC for what is Max suggested above:
1. https://github.com/jbdevstudio/jbdevstudio-product/pull/288 opens possibility to add additional Installtion Units to installer without rebuilding it
2. https://github.com/jbosstools/jbosstools-integration-stack/pull/322 example  how to use new features form (1) to create installer

Also with (1) it is easy to build online installer that includes only p2director and materialize JBDS out of remote p2repository.

PR from (1) doesn't change installer behavior and everything works the same until json file with addition IUs is not populated.
