This JIRA will be closed when the update site (https://devstudio.jboss.com/updates/8.0/) is updated to contain the GA .zip files:

Two .zip files are provided for installing JBoss Developer Studio BYOE in offline mode, namely an Update archive and a Target Platform archive. Both of these .zip files are necessary for a successful install and they can be downloaded from https://devstudio.jboss.com/updates/8.0/ under Offline Install.
