1. We definitely should not open the properties view every time the Batch editor is opened.
2. Let's do it in the same way as we do for HTML5 Palette. If the view is closed, open it when the Batch diagram is opened. But only once for the workspace. See [~scabanovich]'s example in https://github.com/jbosstools/jbosstools-jst/blob/master/plugins/org.jboss.tools.jst.web.ui/src/org/jboss/tools/jst/web/ui/internal/editor/jspeditor/JSPMultiPageEditor.java#L543
