Hi Max, 

Good point, I was just discussing this with Michelle yesterday as well and here's my reasoning for this: 

Deploying and Debugging Apps deals with apps as the subject matter, specifically either working on and deploying them, or debugging them. The new article was created to provide instructions about setting up a remote server, but does not contain any information about apps at all. As a result, I felt this fits thematically in a new header rather than Deploying and Debugging Apps, or its counterpart on the enterprise docs splash page, Developing for enterprise (subtitle: Developing, testing, and deploying enterprise applications using IDE tools). If you feel strongly about merging the two, we can make the header a bit broader to accommodate both articles on the How-to page.
