That's fair. I'd propose moving "Deploying and Debugging Apps" to second place, just under the "Configuring the IDE" header because the (as I see it) configuring the IDE and deploying an application in local mode are both fairly basic/generic tasks and likely to be the first step for new users, while the more specialized app deployment information follows. If you are happy to approve this order on behalf of the dev team, [~maxandersen], I can apply the changes and send through a PR shortly.
