Looks like IUs are not properly deduplicated. It's probably somewhere around https://github.com/jbosstools/jbosstools-central/blob/master/discovery/plugins/org.jboss.tools.discovery.core/src/org/jboss/tools/discovery/core/internal/connectors/PrepareInstallProfileJob.java#L403.
