It's because of the order in which things are built. I think I need to write a devdoc on this since this question seems to come up weekly. :(

* 1. JBT TP (the *CURRENT snapshot* target platform)
* 2. JBT aggregate (with reference to "*last released stable milestone target platform*", the one that is only updated with EVERY RELEASE)
* 3a. JBT Central TP (third party stuff not in JBT)
* 3b. JBT Central Early Access TP (third party stuff not in JBT)
* 4a. JBT Central (the chunks of JBT which are also in Central)
* 4b. JBT Central Early Acces (the chunks of JBT which are also in Central)
* 5a. JBT Discovery - Central (composite site of the 4 sites above (the *CURRENT snapshot* target platform), plus generation of the discovery plugin aka Central catalogue and directory.xml)
* 5b. JBT Discovery - Early Access (composite site of the 6 sites above, plus generation of the EA discovery plugin, directory.xml and the earlyaccess.properties file)
