Do not suspect. Research, then know. 

http://download.jboss.org/jbosstools/targetplatforms/jbosstoolstarget/4.50.0.Beta1-SNAPSHOT/REPO/plugins/ contains no such IU. 

Yet it's in Mars M7 here:

http://download.jboss.org/jbosstools/updates/requirements/mars/201505081000-M7/plugins/

So, yes, it needs to be added to the TP - along with other IUs you might now be missing too.
