The latest response on tm-dev is:

"That contribution in the XML is only there in order to handle cases where the old legacy view was open in a workspace at the time a user upgraded.
The implementation of that view does nothing except closing itself. 
The view is hidden (by means of capability) in all menus and views."

But I'm not experiencing this at all.
