Do you mean:

* start up eclipse mars.1 JEE bundle, pointing at a FRESH workspace
* install JBDS 9.0.0.GA from https://devstudio.redhat.com/9.0/stable/updates/
* wget https://devstudio.redhat.com/9.0/development/updates/integration-stack/devstudio-integration-stack-9.0.0.Alpha2.zip
* wget https://devstudio.redhat.com/9.0/development/updates/integration-stack/devstudio-integration-stack-9.0.0.Alpha2-earlyaccess.zip
* disable the 9.0.0.GA update site (https://devstudio.redhat.com/9.0/stable/updates) and any other URLs you see in Window > Preferences > Update > Available Software Sites
* disable the internet (turn off your network card or unplug from your router, etc.)
* install everything from the EA zip
* Help > Install New > Add > Local > Archive > (browse to where you downloaded https://devstudio.redhat.com/9.0/development/updates/integration-stack/devstudio-integration-stack-9.0.0.Alpha2.zip) 
* Help > Install New > Add > Local > Archive > (browse to where you downloaded https://devstudio.redhat.com/9.0/development/updates/integration-stack/devstudio-integration-stack-9.0.0.Alpha2-earlyaccess.zip)
