This is normal, and a feature of how the JBDS core feature is defined. That feature includes a collection of JBT features/plugins, including org.jboss.tools.openshift.common.ui.

Since you already have *OpenShift Common UI 3.1.0.Beta1-v20151104-0336-B66 (org.jboss.tools.openshift.common.ui 3.1.0.Beta1-v20151104-0336-B66)* installed, you can't downgrade to *OpenShift Common UI 3.0.0.Final-v20151002-2059-B50 (org.jboss.tools.openshift.common.ui 3.0.0.Final-v20151002-2059-B50)*.

In general, when you're trying to *upgrade* a single part of JBDS without also updating the whole JBDS bundle, you can just accept the p2 remediation offered to achieve the installation you want. But here, you probably don't want to downgrade into an older JBDS 9.0.0. 

I suspect the real problem is that OOTB you're not seeing the latest Central site, but rather the 9.0.0.GA version. I can fix that in ide-config.properties.
