Should anyone be looking for it, the cdi.seam.feature (Seam 3 Tools) is available:

* in JBDS 9 from Help > Install new > https://devstudio.redhat.com/9.0/stable/updates/ and 
* in JBT 4.3 from Help > Install new > http://download.jboss.org/jbosstools/mars/stable/updates/
