I like version specific ones when they're specific to a version of Eclipse or JBDS. For example:

JBDS-3299 (JBDS 9 / Mars)
JBDS-3536 (JBDS 10 / Neon)

Conversely, ongoing improvements live in Epics which can be punted from release to release:

JBIDE-19730
