The structure.
* aggregating root project
** aggregating server application project
*** ejb projects
*** web-fragment projects
*** war project
*** ear project
** other jar projects (tools)

I did the command line mvn clean install / JBDS refresh again - and reproduced the loop again.

I'm trying to create a minimal reproducer.
