You have to run jbds with the same java you have in installer. To have it running without problem add
{code}-vm c:\Program Files(x86)\Java\jre7\bin\javaw{code}
or any 32-bit jvm you have.

Another option is just to make c:\Program Files(x86)\Java\jre7\bin first entry in PATH env variable so eclipse would pick it up w/o ini file changes.
