See the content of http://download.eclipse.org/linuxtools/update-docker/features/org.eclipse.linuxtools.docker.feature_1.0.0.201506101754.jar the p2.inf file points to  http://download.eclipse.org/linuxtools/update-docker/ not to nighltlies. I don't see a problem from linux tools side - if one imports nightly content will have nightly build update site enabled and this is the right thing to do as the content of these builds is subject of change and targetting for people wanting to follow development eagerly.
