I corrected the previous issue with the devstudio-earlyaccess.properties in another Jira (https://issues.jboss.org/browse/JBTIS-478).

When an EA component is updated we don't really want a valid range that includes the outdated version.  We want the stack to be updated and the user's only choice is the latest version.

As for .Final components appearing in EA (like ModeShape).  When we first move to a new Eclipse platform (Luna->Mars) - basically all of the product components are EA since the "Mars" update for something like DataVirt is months from delivering their real Mars bits.  If their previous platform bits work on the new platform (Luna bits work on Mars) - we use them to fill out the roster until the development teams fill in with their Beta Mars native bits.  So - until the product teams release their GA/Mars bits, their components are EA.

> Why are you removing the low end values and replacing them with newer, Final versions? Surely the old stuff is still EA? Maybe a version RANGE makes sense here, so that old stuff and newer stuff are BOTH considered EA?
> And, once a project exits EA, should that version still be listed as EA here? For example, Modeshape 3.7 from 2015/01... surely that's not EA, but 3.7.0.Beta1 from 2014/11 should continue to remain EA?
