How is: 
"I like it to zip my utility project when it's a utility inside a war, BUT, I like my WAR exploded (for fast html changes) when it's inside an EAR."

not a global on/off for each deployment ? 

I read "exploded or zipped on per-module basis" as being able to say for EAR X, I want war Y exploded and utility jar Z zipped.
