It's certainly possible. Have you looked at the JBDS 9 release schedule in the product pages to see when our updated CR1 TP is scheduled to be released? 

Spoiler alert: it's this week (unless we slip a week to allow the final Docker Tooling bits to be included, too).

Not sure if we can include a non-Final version of Graphiti 0.13. Do you know when they plan to release their FINAL 0.13? The SNAPSHOT *IS* the staging release. Once released, we remove "-SNAPSHOT" from the name and rebuild it. Then it's released and is no longer staged.
