[~rawagner] Unfortunately I think this code is used by more than just the wsdl validator... so I'm not sure it'd be appropriate to cache everything that goes through this execution path to cache for 24 hours. In all likelihood we need new API to allow xml validators to force cache for 24 hours. But I'm sure even then there'll be a usecase where someone will indicate they're rapidly modifying and writing their xsd file, and won't want it cached.  This will probably need more investigation.
