I have verified that OpenShift v3 is not installed by default with JBDS standalone installer, JBDS BYOE, JBoss Tools abridged installation. Verified with JBDS 9.0.0.CR1 B100 and JBoss Tools 4.3.0.CR1 B102. In all 3 cases I was able to install OpenShift 3 from Central (marked as technology preview in JBDS only - it seems we don't have this distinction in JBT?).
