The expected behavior for this function should be:

1) Root User starts Docker - user does not have to define any Docker-specific env variables before starting JBDS or Eclipse/JBT
2) Non-root user opens JBDS or Eclipse/JBT, opens the Docker explorer
3) Non-root user creates a new connection to Docker - accepts all defaults - in other words, entered no custom config data
4) Docker explorer/tooling finds the local/running Docker and establishes a connection

And - if step 4 fails, an informative error message is displayed to the user in the Eclipse UI
