FWIW, the size difference between the update site w/ both unpacked and pack220'd plugins:
* 513M (with just unpacked ones)
* 778M (with both)

That's 260M, not 100M, of difference. It's a growth in size of 51.6%.

If I can figure out a way to invoke org.eclipse.tycho.extras:tycho-p2-extras-plugin to perform a mirror (or just call p2.mirror ant task) then maybe we can get a site w/ only unpacked plugins w/o having to rebuild it.
