Before we make this change we need to verify that the installer works with 5.0.8+.

Currently with 5.0.16 installed, I can't use the installer -- it no longer tries to force-install 5.0.8 onto my 5.0.16, but it ALSO won't let me proceed. Details in JBDS-3749. Still not working as of this commit https://github.com/redhat-developer-tooling/developer-platform-install/commit/d7470c0bed550b43df1b680875a765af28008695
