If you can identify specific files that are failing or are being super slow, that would help diagnose the scope of the snafu.
Maybe try downloading a few of these and recording the wget/curl console details so we can compare speeds?

I'm also reporting this to Akamai to see if they can perform a cache refresh -- might help (as it did back in Oct 2015).
