After discussing with Nick - I rolled all versions back from 9.0.0.GA to 9.0.0-SNAPSHOT but still failed to generate a full version formatted feature jar based on 'qualifer' .  I don't want to change this much this close to GA (we're at smoke test) so I'll tackle this again post JBDSIS 9.0.0.GA (9.0.1).
