This seems to be fixed now.  The three builds are as follows:

1) Updates the github repo periodically based on any changes to remote server from other contributers we don't control

2) A PR builder that verifies the PR can be pushed without conflict and doesn't conflict with upstream changes

3) a job responding to changes in the github repository and syncing the folder back up via rsync
