Is this every time? Or first time only? Mock *should* cache the buildroot.

What do you need that is not pulled in transitively by the "base" package? It can be fixed there since the only purpose of the "base" package is to "require" everything from the SCL that is needed by devstudio (if you'd prefer to manage the deps directly from the devstudio.spec file then I can eliminate the "base" RPM entirely -- let me know.)
