I would separate Central rebranding stuff from the issue with two identical icons on the toolbar. The icon should be fixed. It confuses users.
Regarding the new branding for the central page itself... I would agree with Fred too. It's a bit aggressive IMO in the context of the default Eclipse/devstudio theme :)
