0. First, download these:

*Option A (JBDS BYOE):*
1. Install Eclipse JEE and start it up
2. Help > Install New
3. Add > Archive > browse to where you downloaded jboss-devstudio-9.1.0.Beta2-v20160127-2213-B262-installer-standalone.jar ... then add /jbds to the end of the URL before hitting OK. (bug: JBDS-3589)
4. Add > Archive > browse to where you downloaded devstudio-integration-stack-master.zip
5. In the "Work With" field, select "Only Local Sites" to ensure you're working offline. Could also disable the other sites, or actually turn off your internet connection.
6. Install all the IS features. Restart when prompted.

7. Help > Install New > Add > Archive > browse to where you downloaded devstudio-integration-stack-master-earlyaccess.zip
8. In the "Work With" field, select "Only Local Sites" to ensure you're working offline. Could also disable the other sites, or actually turn off your internet connection.
9. Install all the IS EA features. Restart when prompted.

*Option B (installer jar):*
1. Install JBDS from installer jar ( jboss-devstudio-9.1.0.Beta2-v20160127-2213-B262-installer-standalone.jar ) and start it up
2. Help > Install New
3. Add > Archive > browse to where you downloaded devstudio-integration-stack-master.zip
4. In the "Work With" field, select "Only Local Sites" to ensure you're working offline. Could also disable the other sites, or actually turn off your internet connection.
5. Install all the IS features. Restart when prompted.

6. Help > Install New > Add > Archive > browse to where you downloaded devstudio-integration-stack-master-earlyaccess.zip
7. In the "Work With" field, select "Only Local Sites" to ensure you're working offline. Could also disable the other sites, or actually turn off your internet connection.
8. Install all the IS EA features. Restart when prompted.

In both options, installation worked fine. So... I conclude that there's nothing missing in the JBDS IS zip that requires the JBDS target platform zip.

Option C (JBDS update site zip):

Same process as option A, but in step 3 use https://devstudio.redhat.com/9.0/development/updates/core/jboss-devstudio-9.1.0.Beta2-updatesite-core.zip instead.

Did not try this option, since with the installer jar there's no need to download that zip.

In both options, installation worked fine. So... I conclude that there's nothing missing in the JBDS IS zip that requires the JBDS target platform zip.

Did not try installation from the JBDS update site (change option A step 3 to use https://devstudio.redhat.com/9.0/development/updates/core/jboss-devstudio-9.1.0.Beta2-updatesite-core.zip ), since with the installer jar there's no need to download that zip.
