Since the two upstream issues are already reported to Platform and are linked from the Neon M5 jira (JBIDE-21386), and since I've fixed the reporting problem in JBIDE-21404 re: ecf plugin version, I'm going to resolve this.

I also did some tweaks to the error reporting in both the summary and detailed reports so the *why* is more obvious. Instead of just reporting on the reference bundle version and saying "must be greater" I now show this:
