Eclipse is not clear enough in term of ellipses. Generally speaking ellipses are used on places where dialog/wizard is opened. And confirmation dialog could be such example. If it's too much of complication to make it with ellipses, than leave it be. But so far we always were using ellipses to let user know there is another dialog/wizard behind a context menu item. If you check context menu of OpenShift 2 connection it uses ellipses where it should. But for OpenShift 3 connection there is already JIRA to fix ellipses in context menu labels for a new project and connection and other context menu items.
