The idea here was to enhance the IS TP so that it doesn't require the JBDS TP zip too. Can you point me to the latest iteration of the JBDS IS TP zip, so I can try to install from it and see what's missing when done offline?

Also, the JBDS 9.1 TP is about to be changed this week as we prepare for our 9.1 Beta2 code freeze on Thursday. See https://issues.jboss.org/browse/JBIDE-21406 and its linked issues for the changes coming today/tomorrow.
