-1, in fact I think just {{vagrant}} should be used under the assumption that the PATH is properly configured. If Vagrant was already installed on the system and subsequently skipped by the user, we need to use the system Vagrant. 

Subsequently, our installer should not only copy the Vagrant binaries, but also setup the PATH correctly.
